Stacking four ballistic controls has such low returns that it is just wasteful. Seriously, you'd be better putting a nano in one of those slots, but a DCU at least helps beef your tank a whole helluva lot more.
yeah i agree on stacking penalties, this actually made me curious so i took my regengu fit and swapped out a bcu for dcu but im unsure if the 120dps loss is worth the extra tank (which is already totally crazy), it certainly does beef the tank on hull and armor which would increase survivability quite a bit.
